There are only two fish and they are large and hardy (a goldfish and a shebunkin), and the tank is large (29 gallon). I wanted to add two crystal turtles to the tank for decoration, but I am wondering about lead content in the crystal.

Lead is an inert substance, hence it will not release anything into the water. The bunch plants you buy at the fish store have lead strips around them to weigh them down and the little lead strips are even sold at the pet store for that very purpose. Go ahead, your crystal turtles will be fine in your tank.

So long as decorations do not contain other things that can leach into your water, they should be fine. Lead generally doesn't do any harm as that's what they use to weigh plants down and so on. I generally stick to glass only or things that are specifically made for aquariums.

Avoid sharp edges and things the fish can get stuck in though :)

you could but make sure it has no sharp edges, fish have very sensitive skin. just check the figurines constantly that they don't tip over, break and expose sharp edges
