Lets say my birthday is Sept 22 the last day of Virgo, my friend told me that I'm half virgo and half libra? she said the closest or farther you are from the sign is how your personality is.. is that true?

Technically you're not half and half, but yes you are on the cusp of the Virgo/Libra sign. You will likely carry traits from both signs but typically you tend to be more like one than the other. On the other hand you might have the best of both signs! Research the signs and see which one more closely represents your personality traits.

You were born on the cusp. It is said you will exhibit traits of both signs, but honestly your sun sign will only give you so much insight to your personality. You also have to consider your moon sign, rising sign and the position of the other planets at the time of your birth.

They say you are on the cusp. If you look up that .. possibly even cusp of Virgo/Libra, it may help. But yes, that is the rumor that when your birthday falls close the end of one/start of another that you carry traits from both signs. My birthday is on a cusp and I do definitely notice the mixing of traits!

Your personality could take on traits from both signs. It's not a half and half thing. Your personality will also take on traits of your rising sign, depending on the time you were born.

Your not called or considered half and half.. that is the cream they use in coffee.. it's called Cusp.. and yes you are.
Some aspects of what your friend said is true. It depends on how strong your moon sign, your cusp, hour of birth, etc..
