I'm not sure but I think its more like 8pm.
Personally I think they sould be allowed to play all the time provided they don't scare babies. Life is nasty enough without being reminded of the fact the ice cream man has gone and you can't have a 99...

i don`t know but the one at my bit comes and plays the chime at bloody 9.30 at night when all the kids are in bed and it wakens them up....it pis*es me off!!!!
