That's a tough one. I have to give Metallica credit on that one though. Metallica's newer music (pretty much everything after the Black album) wasn't that great but everything they did before that more or less set the standard for what Metal should be. Bands like Ozzy, Iron Maiden, Judas Priest, Megadeth, and Dio would have to come in as a close second.

The answer to this is very debatable and subjective. I wouldn't really say that any particular band is THE best, because I'm sure every band has its' great moments and not-so-great ones.
Even the early pioneers of metal (Black Sabbath, Led Zepplin, Venom, just to name a few) weren't perfect, although they do have to be credited with spawning the massive legions of talented bands we see today.
Another deciding factor for the answer would be which sub-genre of metal you listen to.

santana is definitely not metal, neither is zeppelin-even though they have some metal tunes. system of a down really rocks, but i don't consider them metal. metallica - metal, yes - the best, pretty close.
i have to give it up for the pioneers of metal - sabbath, they pretty much invented it. (motley crue - a bunch of posers)
