because hot & cold is reletive, temp. of well water remain same all time (not much flutuate ) compere with outer atmosphire. so in rainy season air temp down compare with ground well water temp.thus we feel ground waterhot in rainy season.

The earth is naturally warm most everywhere. If you dig down just 10 feet or so the soil is fairly warm, and you could live comfortably underground (as long as you have an air source) pretty much anywhere on earth other than the Polar regions.

because the well water comes from the rain fall which infiltrates into the well and that rain is warmer than the ground at the depth of well.
