Dale Berg Frasieur is named as an appellant in a case back in 1998 in the court of appeals of the State of Oregon.

He was appealing his conviction for escape in the second degree. The conviction was affirmed.

So, records indicate he has been to prison!

If you're refering to an unsolicited email you received he's probably a con artist.
