Bob Dylan, without a doubt. Sure, one can (effectively) say that nearly anyone sings better than Dylan. However, I'll argue that, when the man is singing his own lyrics, his rough, horrible "voice" adds a brutally poetic touch that can not be equalled. The aesthetically-pleasing qualities of a good singing voice aside, Dylan's choice to sing his own words weaves layers of depth and passion into his music. It's one thing to sing a song well. I find it a far more beautiful thing to sing a song very badly.

Yes, I know he wrote it along with many other huge hits covered by lots of other famous people like the Byrds. Did you know that John Denver wrote "Leavin on a Jet Plane" covered by PP&M?
To answer your question, I can't stand Bob Dylan's voice, so the answer is: PP&M.

easier on the ears, bob's lyrics are hard to make out but he is bob dylan, and his son from the wall flowers is so handsome.

I think anyone who covers his songs invariably does a better job. He was a genius when it comes to song writing but never should have let someone talk him into singing them.
