How many children are there in Romania (actually[!], not "officially") without permanent families?

Question

The total number including infants abandoned in hospitals, orphanages, placement centers for children without permanent families, centers for the physically handicapped, centers for the mentally handicapped, etc. I am not necessarily looking for what Bertzi says, or what other government authorities say. Nor am I looking for the number of children "adoptable". I am looking for the total number of children without a permanent family.
