neither is the "correct" way-it's a matter of personal preference-i prefer over b/c the paper comes off the roll easier when tearing pieces off-there is tension put on the "tearing area" by putting it over so u get a cleaner tear-by putting it under u are allowing for more smaller pieces to occur possibly landing on the floor which means u must spend time cleaning these up & u don't get a "full" square of tp for wiping

Over, my Grandmother used to always put the toilet paper roll over.
When I was a kid I used to change it all the time and she would give me heck.
She did it that way and was quite adamant about it so it must be correct.

I like to place it over for easy accessibility. My hubby likes it under for easy tearing. I say, first come first insert (lol).

Hospitality way is over that way you fold it neatly looks neat. It doesnt really matter either way its just loo paper it all flushes same way.
