No, yahoo does not send out ims regarding complaints, they would email you on your primary email address, that is probably some website designed to hack and get screen names and passwords.

I was just asking the same question and found yours! I received the same message on my account this morning except the yahoo id is a little different. Here's mine.

I am assuming since we both received the message that it is a hoax. When I clicked on the link earlier, it had me sign in and then gave me some kind of error message telling me to try again.
