i have black light already but its kind of hard to see things around you. is there a black light strong enough so i can see and its not so dark? i just want it so i can kick back and smoke a spliff with my fellow hombres if you know what i mean. is there any other lighting fixtures that would help brighten it but still give my room the black light effect?

Run some red or blue rope lights along the baseboards. Looks really cool, and keeps you from tripping.

Yeah, you just need to increase the ambient light a bit. Some colored lights on the walls would work. Have fun with it. Experiment. Get some cheap lamps, and use low watt colored light bulbs to figure what effect you want. Do you want the lights high or low. Plus you can make defectors so the lights are not seen, but the light produced bounces off the wall.
In the end, a string of low voltage lights, behind a plywood strip as a deflector would work. You also can use fabric to diffuse the light. Becareful of the potential fire hazard. Considering what you use the room for, that may not be a great suggestion. Don't forget to kill the lights.

You could try some low-wattage colored light bulbs bounced off the walls near the floor or ceiling to boost the overall ambient lighting. You just need enough to be able to see your hand in front of your face and not trip over a chair, and low-level blue or red light might work nicely. Something along the lines of two or three Christmas tree lights would probably be more than enough, it's not much you would need.
