With your degree,you shouldn't be on work permit cos that's for foreign workers with pay of less than S$2500.
I'll assume you have an employment pass with pay of S$2500 and more. This way, after 3 years (I think) you could get your employer to submit PR application for you.
The authority would then access your case based on your qualification, speciality, local investments and marital status, etc.
