that type hamster is known to have a satin coat that appears wet or greasy. in reality the gene that causes the satin coat only enhances the fur's color and gives it lift
those 2 glands on the hips secrete a substance that is oily and acts as a territory marker. that could be what it is---assuming she hasnt gotton out & into anything. u arent using pine or cedar bedding i hope? they have oils in them that can cause greasy fur and they can cause health problems for hamsters. she isnt in a room where its too hot or in direct sunlight is she? u can buy her some chinchilla sand which will dry out the spots---she may or may not use it. they just roll around in it. assuming there r no other symptoms she should be just fine---just ler her be.

Some hamsters smell/and/or have oily fur. What we used to do is handle the creature and wash you hands, pass to the other person, other person strokes the fur, washes hands, back and forth etc. The trouble with using shampoo/powders is that small creatures are very sensitive.

be careful with this but i have chinchillas, and if my hamsters fur is manky i give him a bowl of chinchilla bathing dust to dig in for a bit. however do be careful thta it doesn't get in your hamsters eyes.
alternatively you should be able to buy a small animal shampoo but i am very doubtful as they have caused irritation in animals that i know.
leave him for a bit and he should sort himself out. try dabbing him with a damp cloth, but don't make it to wet or he'll dry too slowely and get cold. if that doesn't work do the sand but never let a wet animal near sand.

Whatever you do, dont give them a bath. Hamster hates getting wet.

that's strange.
I guess you could use a wash cloth and be careful not to let it get too cold.
My grown daughter has about 20 something cambells dwarf hamsters and I've never seen any with that problem.
You should call your vet and ask him/her about this.

Washing up liquid and a pan scourer.
If that doesn't work, flush it down the loo and buy another one.
Hope this helps.
