Dont know if there really is a specific reason - but then at 10:10, the way the hour hand and the minute hand are placed, all other features on the dial are very clearly visible - like the name of the company (usually on the top), the day / date - which is usually around the digit 3 or 6.

In the position 10:10 the hours',minutes'seconds' hand is clear from the brand name and description which is normally mentioned a bit below top and a bit below bottom of the dial's circumference. The brand and logos are clearly visible in these positions of the hour and minute hands.

The real answer is that 10:10 is the time of death of 16th. President of U.S.A.,Abhraham Lincoln.To show the respect to him analog clock manufacturer decided to show that very time 10:00.

Well, it may look like a smiley face, it was the time for prayer after WWII and it usually is able to show to company name e.g. Seiko of the clock. You might like to search on a similar topic called the '1111 phenomenon'. I have been experiencing this for quite some time, and I wonder what is going on...
