the info given for this question is too little. the length and width can be anything. but to find the length in variable form:
let the width be x.
perimeter = 3x+3
as perimeter = 2 width + 2 length, to find length,
3x+3 = 2x + 2 length
2 length = x+3
length = (x+3)/2

so the whole equation will be 3x+3 = 2x + (x+3)
in order to satisfy this equation, x can be anything, be it 1,2,3,4,5 or 1.5.

Length = 1/2(width+3). So, for any length you get a width. That means there shall be n number of sets of values.

put these in to algebric notation

2a+2b=3b+3 ( as you said perimeter is 3 times of the width+3)
2a=b+3

so length a=(b+3)/2

width b= 2a-3

length:2cm breadth: 1cm
let Xcm be the width. 3Xcm is perimeter-3cm
(3X+3)cm = perimeter
length = (3Xcm+3cm-Xcm-Xcm)/2=half X cm+1.5cm
1/2Xcm +1.5cm >Xcm
if X=1cm
Working backwards:
1/2cm+1.5cm=2cm
1cm+2cm=3cm
1x3cm=3cm
1cm+1cm+2cm+2cm=6cm
6cm-3cm=3cm
proving the answer as the perimeter(6cm) is 3 more than 3 times the breadth (3x1cm=3cm)and only 1 fits in this equation as the width.

You didn't give the length. So I just represented the width in terms of the other variable.
let x=width
P=3x+3
3x+3=P
3x=P-3
x=(P-3)/3
x=P/3 - 1
The length can be anything above 0.
