Yes, some people do. These letters pray on people's innate insecurity's and superstitions and in a lot of cases their compassion for others by threats and promises of improving other peoples lives.
They are irresponsible and unfair and can cause very real problems for many people and have been known to result in some very extreme reactions from vulnerable people over the years.
NOTE ; These victims should not be scorned or made the but of jokes - the letter writers are the bad ones here!

Chain letters are just as wasteful as the paper they are wrote on, the screen they are typed on or the phone they are texted from, they are stupid and rubbish and people should not be affected by them in anyway whatsoever, they are just hogwash.

Yes it's an absolute nuisance, and in the form of e-mails ... Spam. No i do not believe in them, delete them as soon as i receive them (Texts and/or e-mails) But i do know a few people who are still a bit afraid of doing it so they send them to me knowing i will destroy them and come to think of it ... Done it for many yeays and nothing bad's happened to me so i might well be right not to believe in this rubbish!

No, chain letters are set up by nasty bored people. Don't let them get to you. I always delete them.

It's superstitious rubbish, why do we buy into this sh**? I don't personally, but it does prey on peoples vulnerabilities.
