Go to RadioShack and buy an RF modulator for about 30 bucks. Run a cable (RCA or S-Video) from the video out of your video card to the modulator which will convert the signal to VHF and output it to a standard coaxial connection. Connect a standard TV coaxial cable from the modulator to any TV or use a splitter to connect to multiple TV's.

It depends on the type of A/V connection on the equipment. Most laptops come with a composite (single yellow RCA jack) or s-video output (4 pin mini-DIN). Depending on the laptop model, it may or may not display on the TV and the LCD screen at the same time (mine does not). They also usually have VGA connectors, which are usually connected to a projector or a large computer monitor. The VGA connection and the LCD screen both can usually be displayed at the same time (mine does).
Most TVs do not have VGA connections, although some expensive big-screen TVs might. The VGA signal is usually analog Component Video, which means that you can connect it to a regular tv that has Component Video Inputs (the Y/Pb/Pr cables usually used with DVD players), but you need to have a converter/transcoder that can cost a few hundred dollars. I posted a link below for one model. (Note: it also allows you to send higher definition video to an HDTV too, which might be fune for video games and other computer apps.)
If you have a desktop then it probably does not have any outputs except the one to a single monitor. You might use the VGA-Component converter with a spliter... But it'd probably be simpler and cheaper to just buy a cheap AV-out or all-in-one video card with multiple video outputs and install it yourself.
