A sports bra is tight so when you wear it you're literally as flat as your back
Isn't the smallest bra an 32AA

Well, in the USA... A nearly 'a' size cup (vs. A, B, C, D, etc.) is probably about 1-2 cm's at most. There's also band size (the part that goes around your chest) too; and those go small but don't have to do with small breast size.
A sports bra can be very comfortable. :)

A cup is the smallest.
Sports bras are good for small chests or training bras.
they will grow....if you wear a bra, they will come!
