Recently I found stains in my bras and underpants. My room-mates told me that it could be semen stains. I am afraid that someone could have stolen them and put semens on them. How can I be sure? By smell and texture? By the way what ph is semen?

I think you should throw it away. Anyway if the stains is not semen, I dont think you should wear it too. If you got some sickness then.
I do know that semen dont life long in the open air.
Do you ever think if some guy that eject some semen in the swimming pool? Will all the girl that swim there get pregnant?

chances are it is your own natural discharge, so you shouldn't be worried. Females also discharge fluids when they get aroused, although it is rare to have a discharge from your breasts. If it is semen, a better question would be who is stealing your panties, because they have a weird fetish, and could be a stalker, which is really scary. But that is not likely, but maybe your friends just put saltwater on your underwear to freak you out.

Wash them in plenty of bleach. I think semen is PH7

take it to a lab there and have them run a test on it...
