Then when I try to scroll it back up it keeps roling down. when it does that there is sometimes a rasping type noise comming from the speakers. is this caused by the mouse?

yeps most probably is just the mouse make sure its well cleaned from its pad touching surface and hopefully its gonna work better

otherwise u might need to buy a new mouse :)

Yes, the mouse will keep scrolling. To stop click the wheel. You can change the settings in the mouse control panel. When scrolling if you press the wheel (click) it will start scrolling auto. It will show an icon instead of the arrow cursor.

It happens because of your mouse settings

If you are using a wheel mouse, and you press the wheel, or if you press both buttons simultaneously on another mouse, they will cause autoscroll. If you go to control panel > mouse
You will see which action is allocated to different buttons. You can also change it to something else. For example If you press both buttons - default action is autoscroll.
You can change it to 'none' by selecting it in the dropdown list.

by mouse damage, or sometime that can happened when u don't give ur computer a time enough to display what u can see, so u just see a page scrolling by itself, but actually its only a delay for ur action, and u can improve this by select the latest display driver for ur display card

I think it is the mouse. Try a different one to check.

possible. borrow a mouse from friend or test yours at another computer should help

I think your system is somewhat slow, you need to get it checked by an engineer and may be it needs more RAM.
