You may have DELL Installation CD that provided with your Laptop. Insert that disk then follow below: -

(1) Press F2 button during boot to open BIOS setup.
(2) Select & Save "CD Drive" from Boot device list.
(3) Restart
Then your Laptop will boot through CD.

After boot from CD, please follow further instruction will provided by CD Wizard.

If you do not have default CD, you can use Bootable Windows XP CD also.

Ok this laptop was it purchased beand new from retail store. Because usually there may be more than 1 cd for restore. And if this disk says it has winxp w.media center on it then fix the booot order in ur bios if u already havent. and while its reboot watchh screen for it to say boot from cd hit any key and do that & it should take you into a blue screen. If not & thats the only disk to it then u can go online which most major companyies and order you a new restore disk. Depending on which on you need the may charge you nothing or sometimes they may charge you like $10.00but w/o more info from u I cant help much more.

the problem in one of this:

1- the priporty of ur booting device is wrong, u didn't make the cd as the first one
2- the cd is not bootable, this version that u have it is not bootable os
3- u r missing a message, or something happing with ur attention
