If you are using either Win XP, NT or Win 2000, you probably have seperate accounts for family members. If they do not log off and merely switch user their accounts will remain actively running in the background but will not interfere with your activities. By shutting down the PC all accounts will close until reactivated but any downloads or unsaved data on other users accounts will be lost. Instruct them to log off current user and restart pc instead of just switching user and this will ensure their own security and stop you getting this message.

Emailjaredc is correct
It is nothing to worry about at all. To be convinced though, if the message comes up again, do not log off straight away. Instead, switch users and make sure you log the other user off. Then shut down again and you should be ok

if you're using Windows XP, it simply means that the other people that use your computer clicked Start > Log Off... > then clicked Switch User instead of Log Off. It just means they'll lose anything they had open when they switched user. If you don't want this error any more, tell everyone else that uses it to click "Log Off" and not "Switch User." Has nothing to do with dial-up. Simple as that.

Does your computer have multiple users with seperate log-ins? If so, than it may be that others are not logging out when they are done at the computer.

If you have never applied updates, do not have passwords, and you are connected to a LAN, then others can access your computer.
