Well, there are lots of third party tools a good one is "folderlock" available at "http://www.download.com/3000-2092-10063343.html"
Its a 35-time trial but can be bought for 35$ *pain!!*
In case you don't wanna use third party tools then you can zip the folder and assign a password. Another method is to encrypt the folder (will be useful if you have more than one users on your PC)

try 3rd patry tool like folder lock etc. they will give option to lock any folder.
