I just changed banks and I heard that USAA pays 3 days before the 1 and 15 does anyone know for a fact?

You can call USAA and ask at 1-800-531-8111. They are usually very friendly and willing to answer any questions you have.
In general though, I have noticed that banks will pay you on the 1st and the 15th or the Friday of that weekend if it falls on a weekend. The credit unions, like Service Credit Union here in Germany, will pay you up to 4 days earlier. Like I know that payday is Friday but I know that Service Credit Union will pay me on Tuesday. Of course, I bank with Northern Tier Federal Credit Union in ND and they do not do early pay, it might only be for direct deposit and not allotments.
Just call them though. They will answer the question for you and they are open 24/7.

no that's not true. i have usaa and we get paid maybe a day early but no more than that. overseas in germany there's 2 banks on base....service credit union and community bank and service credit union pays 3 days early but it's only to aleviate lines and such b/c there's so many people to accomodate. can you imagine say 250,000 americans trying to use all the same base facilities (commissary, bx, etc) on the same day!!
