Like those before me have said, it should read: " It has been quite a long time since I saw (or 'have seen') you (last)"

Another point, I think you should have written, "is this grammatically CORRECT", but maybe that is just personal preference?

And one more point to Trimere, I was lead to believe that "it's" can actually be a conjunction or it and has. Well that it is at least how people use that word these days.

'It's' is a conjunction of 'it is' thus making the sentence say: It is been quite..... and right there it just sounds wrong. If you want it to be correct...take out 'It's' and make it "It has been....."

"It has been quite a long time since I've seen you." or
"It has been quite a while since I've seen you."

Really though after the 'It's' fix, you can word it how you wish. :)

Edit: To Chris D; People also use ain't these days too, but doesn't make it grammatically correct. ;)

No. for one thing, the sentence can be read as if the "It" is an object that you measure for length.
This is a correction close to the original sentence
"It's been quite a long time since I've seen you."

you could say "it's been quite long since i last saw you"

try, 'it has been a long while (or time), since i last saw you"
