Well, I'm not exactly sure of this, but I think it means people who are treated as though they are inferior to the rest of the human race. That is, they don't have the same rights and privileges.

As opposed to the Christan view, that God created us all, and "....We hold these Truths to be Self-Evident, that all men are created equal, and are endowed by their Creator with certain Inalienable Rights...."

The title "Children of a Lesser God" is somewhat ironic because the story (book or movie) shows us how people who happen to be deaf are no less fortunate than anyone else, there. for not of a lesser god at all.

Read the book/watch the movie- it's good. The book is about a young deaf woman and the adversities that she faces. I believe that the title refers to those born with disabilities.
