It is because they have no discipline at home and have not learn how to act around other people and especially girls.
They are just immature and they don't know how to act in the correct manner. These boys will grow out of this phase in their life but they will only learn to keep their hands to themselves when i public. But all men for some reason love touching girls boobs. That is just the way life is.
If boys and girls would understand that the body is not a play toy but a person really live in it then they just might have more respect for other people.

As far as bad goes this does have a relation to who their parents are.
The rest is curiosity, let's face it most 5th grade girls aren't too devloped yet. Junior high girls are usually more develpoed.

because they are normal adolescent boys very interested in the female body. of course the girls shouldn't really let them touch their body parts. could get into trouble! more ways than they can count! hormones!!!
