yes, they are safe to open but only if you have a anti-virus software installed and real-time scanning enabled.

without an anti-virus prog, you're deadmeat the minute the file is unziped.

from a virus point of view, sometimes they r not safe. so do virus scan b4 opening zip files.

they have to be scanned, and unzipped first. Winzip is a good program for this & I recommend this to anyone who needs an unzipping program.
