A picture done in colored pencils could be called a drawing. But some people call it a rendering because colored pencils are different from other drawing media like pencil, ink, and charcoal. You can overlay one color with another to create a dimensional effect that's different than just mixing two shades. You can change the texture according to what surface is under the paper while you work. You can rub the markings with your finger, or with paper or an eraser to soften them.
If you take colored pencils and draw with them, you end up with a drawing. But if you take advantage of various other qualities of colored pencils, then it can be called a rendering, if you're so inclined. I tend to just call it a drawing all the same.

Rendering in visual art and technical drawing means the process of shading and texturing of an image, especially a realistic one. It can also be used to describe the quality of execution of that process.

Basically you can render with anything?? the colored pencil is one form of "media", generally people will say coloring instead but really people refer that to just your basic pencils, so you can render when a pens, paint, chalk, crayon, ink, pencils, pastels, collage, colored sand, textiles and fabrics its endless, thats the beauty of art
