Easy, get a vaccume gage and adjust it until you have the highest vaccume reading, that's the easy way.

There are three ways. First you can adjust the idle air screw on the side of the carb. This alters the fuel ratio in the far bottom of the power curve. Next you can raise or lower the needle and even change the diameter of the needle. raising the needle (Dropping the clip down a notch) will richen the mixture. This adjustment is more for the middle of the power curve. And last... you can swap out the main jet. which is the upper part of the power curve.

Depeneds on the bike and carburetor. On most 2-stroke bikes there are six adjustments that can be done. The idle speed screw, idle mixture screw, pilot jet, main jet, needle and slide. There are a couple other factors involved also. The brand of air-filter and the air-filter oil, the oil mixture ratio and the exhaust pipe and silencer.

Also, many power mods can change the air fuel ratio:
A performance air filter will increase the amount of air getting to the engine - so will an unrestrictive exhaust.
Rejetting a carburetor will increase the amout of fuel getting to the engine.
