I used to get something similair to this and aloe vera worked very well applied directly to the cuts.

I had this problem myself, and the answer is:
1. begin soaking your feet daily and filing your feet with a foot file (usually found in the cosmetic area.
2. After every time that you file your feet, apply lotion.
3. There is this awesome lotion that is for Diabetic persons, but it is very moisturizing because a diabetics skin takes more moisture to stay healthy. It is called Diabetic skin care, made by Neoteric. You can usually find this in the pharmacy area.
4. Do this consistently for the next couple of weeks and you'll see a huge difference. Then just stay on it like part of your shower routine, and your feet will be like new.
My feet look like I never had this problem.

Find a lotion that has shea butter in it. Then get a foot file. And during you shower use it to get rid of the dead skin. Then after apply the lotion and put socks on. No bare feet till it clears up.

Udder Balm (the stuff they use on cows - HONEST)
Bath and Body Works repair-wear with Shea butter - awesome.
Use a callous scraper when your feet are wet and get the dead skin off. You can also use sand paper after you take a bath. NOT the fine - the grainy one.
Put balm or lotion on at night (heavy) and wear socks,

Believe it or not, petroleum jelly works. Any brand will do. All you have to do is lather petroleum jelly on your feet before going to bed and put on some clean socks. By the time you wake up the following morning, your feet will all be moisturized and pretty. Goodluck! :)

I just love that little wand thing that has sandpaper on both sides. Sand when dry and it makes a pile of dust, but your feet feel much better and don't snag the sheets.

COCO-BUTTER ! ! ! ! awesome I had the same problem ! and get u one of those pumice rocks or whatever they are called... while taking a shower use the pumice rock and then dry ur feet and rub your feet down GOOOOOOD with the coc-butter..
