George W Bush.....because Homer and Peter have been known to drink until they pass out cold. George would be able to sneak a few to the Secret Service and effectively drink the other 2 under the table.

Bush still sober somehow convinces all his security its a good idea to drink...he gets tanked with Homer and Peter...at this time Bush somehow again convinces them all to go to Homers powerplant and take it over because it has nuclear "weapons". On the way over Peter stopped home and picked up Evil Monkey then when they infiltrated the plant it resulted in the three passing out in the control room while Monkey jumped all over the control board causing a nucleur meltdown KILLING EVERYONE!!!!
