My mother told me stories about men lifting their clothes and washing their private parts in public fountains in plain view. Yet a woman could not even show her face in public.
Isn't that quite an irony?

This is a case of when in Rome, you don't have to do what the Romans do. I spent a month on the beach in Dubai, living in a motor home, near The Chicago Hotel.
The native men were very friendly, but then we did nothing to offend them.
The locals do not bare their skin. The women go in the sea fully clothed.
I thing its possible that thongs might offend someone. Sensible swimming trunks are OK, as the people are very tolerant of westerners.
So yes, you can wear them, but I doubt if you'll make any friends., which will mean that you are missing out on a wonderful experience

Sure Dubai is more liberal than most muslim countries but it's still a muslim country. I'm not sure if it's illegal but it sure would be very offensive to a lot of people there. Do it if you have no shame

yes in dubai this is no problem, dubai is much like any other western city, even alcohol can be drunk.
