That is not a scowl. He is possessed by several devilish entities wich entered him over the years during the illuminati satanic rituals at bohemian grove and the reason he makes those faces is because the devils are trying to get out and show themselves. Sorry I couldn't resist.
Actually, the real reason he is always shown scowling is because he feels he should be above giving interviews and answering questions of the stupid sheeple citizens of the country he is supposed to be serving while he secretly profits and systematically helps to destroy it.

Because he is an ill mannered , bad tempered churl. He must resent it that Bush is the figurehead and can't even follow his instructions at that G8 meeting, and screws up the simplest speach after Laura makes him practice and practice, No wonder the old f*rt scowls!

I dont think its that he's scowling so much as that when he addresses the nation its a serious situation. Thats his serious face. I got a chance to see pictures of him voting in the elections in Wyoming with his wife he looked nice, like one of my neighbors thats always workin on his lawn.
