what is the correct way to burn a built dvd file, as in its usually called video_ts?

Not sure exactly what you mean.

Video_TS is usually the folder. If you mean you already have the DVD video files "built" in that folder, then you can use any burning program to simply place the folder on a blank DVD disc. Just make sure you also include an empty Audio_TS folder right next to the Video_TS, since some DVD players check to make sure it's there.

The suggestion for Nero Burning ROM would work just fine, but there are many others...
