Also, this person is male in his 40s-50s, lives alone and is a little physically handicapped as he needs something to help him to walk and I am female..

If you like where you live, you just need to deal with it by telling yourself that person may have issues you're not aware of. Not sure exactly what you mean when you say they're not very diligent or conscientious...about what?

Laugh it off. As long as they're not disrupting your life in some obvious way, then just try not to obsess about it.

Not sure what ur complaint is? is his garden messy? If hes handicapped than theres not much he can do about it and maybe he cant afford to hire a gardener. If thats ur only problem with him why not organise some other neighbours and have a clean up for him? It could be a lot worse he could be playing loud music till all hours when uve got work the next day.
A bit more info would be helpful

May I ask what country you are from? Are you from somewhere that requires a female to be someone's helper if they are not "diligent or conscientious", and are handicapped?
There are several things you can do. It depends on what you want to do and how involved you may want to become. Remember, you may be becomming a "helper" that is called upon at all hours, day and night, so think do you want this?

I'm very confused as to how you make the leap from this person being handicapped to not being diligent or conscientious. That baffles me. If you are treating him as badly as you are describing him, I'm sure he probably hopes you do move.

Does he bother you, harass you...steal from you...or attack you in any way? He makes you feel bad...how? He tells you that he doesn't like that you are not like him? I don't understand the situation completely. Never mind being conscientious and diligent....are you being a nice person? Are you being tolerant? Try friendliness....just try.

First, Mind your own business!
Second, ONLY if he asks you for help. go ahead and give some help.
Third, why does it bother you to see someone in need? You are not being honest, why would you move?? I don't get it...are you feeling guilty for him? or for you?

Analise your priorities and maybe you'll find out you are running away from something else inside of you.

...and lastly, do not carry anybody's burden on your shoulders, you probably have enough to worry about in your own plate.

MYOB or put up a fence. If there is a violation on a zoning law, call the city or county and report him. Or move . . .

Call the city if his yard and home are looking bad. They will give him a fine or something. Don't move, make him clean up.....

Maybe he can walk but he's just preparing to tear someone up.
