The Local press has asked life flight, police, hwy dept, hospital, county offfice's,
Ark hwy patrol, anyone that you would think knew.

I found a link that shows pictures of different
heliport landing pads... One of the pictures looks
like what you are talking about, but it is odd to me
that the local emergency response services would
not know what they are...

In Texas, they have been used to designate a landing area for Life Flight Helicopters...
Keep in mind that the fire department usually clears the helo for a landing..
If a helo can find that mark, they will tell the FD to clear them for it..
