It's a cotton lining for health and comfort reasons. It doesn't get sewed tight on some items for air circulation. Lack of air can contribute to yeast infections and other nasty things. Yeast grows in warm damp places. So if you are in a synthetic material suit or panty, the material allows the dampness and warmth to build up more than cotton. I assume that you wouldn't want a yeast infection.

swimsuits sure feel like it's a pocket if you've been on a sandy beach. I cut them out of my suits. I think they're supposed to give a "sanitary" feeling

It's a cotton lining and it's there because it is healthiest for women to have cotton next to their nether regions. Synthetic materials don't breathe as well and can cause yeast infections.

I always thought it was just lining, but using it as a pocket too is a great idea!

two reasons...
one... in underwear it allows for a little area of absorption for those little unexpected events (protecting your outer garment).
two... in bathing suits it does the aforementioned, as well
as prevents the suit from clinging to/emphasizing the genitalia (camel toe).
either way it protects that delicate area....

Its a liner that absorbs moisture and it is helpful from preventing dyes from your panties from entering and causing a yeast infection.
