There is not just one pat answer to your question as there are several things that affect what words are considered bad. It has to do with context and connotation. Words also change in meaning over the years and take on new meanings. Societies are usually the ones to decide what words are taboo, and as far as I know, all people groups have words that are considered taboo. To say someone was gay used to mean they were just happy but now it has an altogether different meaning. Each place has their own idea about what is taboo and it varies from country to country and from culture to culture. It is the same with gestures.

it takes a word 10 whole years of use to make it in the dictionary. so I guess words are just trends. like who would of thought someone saying BLING BLING would have gotten so catchy that not only young people used it but we gave it up and older people still use it not knowing its a "wack", "played out" "passe" term to use.
If enough people use a word referring to a particular action on a regular basis its going to pass and hold on that meaning. when my husband acts stupid I say " your so deso" now I have everyone I know saying it when they dont know what it means.

To be honest, the words were used negatively when they were first introduced, so now society has deemed them bad. I too have pondered this question. The words in and of themselves are not "bad", though they aren't "good" either. All words in the english language are neutral, it's how one chooses to perceive them. And since society has perceived them as "bad" then they are "bad" words, though not in my book.

Nothing is either good or bad, but thinking makes it so. Oh God, I could be bound in a nutshell and count myself king of infinite space were it not that I have bad dreams.

Good question.
Someone decided it was bad, and we all believed it.
A word is a word. I'm not sure what makes one more offensive than another.
Makes no sense to me either.
