No you do not need a Cellphone to have Wireless Internet at your home.

Normal Cellphones work using various Technologies like CDMA, TDMA, GSM etc. Now, normally these do not have anything to do with Internet connection whatsoever ( under specific conditions they do). The above mentioned technologies do not entirely allow you to use Internet. You need more involved Hardware to use them for Internet Connectivity.

Wireless Internet uses Wi-Fi ( Wireless Fidelity). To make proper use of this you need a Wireless enabled Laptop or a Wireless PCMCIA card that you can install in the Slot on the side of your Laptop. In case of Desktop Computers you need to install a Wireless PCI Adapter to receive external Wireless signals. If you find that you get " Unsecured rogue Wireless " signals and that you can tap into them then you do not need a Wireless modem / Router / Hub and such things. All you need is the above mentioned Wireless PCI Adapter. If you need dedicated and always on wireless connection then you need to subscribe to an ISP near you and install a Cable /DSL Connection at your home.

it depends on where you are situated. if in your area, there is no telephone service, you might need a cellphone to access the internet. however, there are also wireless services offered by certain companies. they will just install a wireless receiver in your home. in the philippines, the pioneer in such kind of services is Smart Communications, Inc., a cellphone company which is offering a wireless broadband service called Smart Bro. I have used it in my office and my home, and the service is satisfactory.

however, if there is a telephone company which offers an internet access, it is better to connect to the internet by landline. the speed is higher. in one of our branch office, we installed a broadband DSL offered by a telephone company.

once you have internet connection in your home (by landline or wireless providers), then you need to install a wireless broadband router so that your wireless or wi-fi ready computers will be able to connect to the internet. in my case, i used a linksys WRT54G wireless broadband router for my wireless internet in my home and in my office.

No, all you need is a wireless network in range. You don't need a phone of any kind. I have a tower in my yard that transmits to a repeater that is in turn hooked up to a T 1 line.
