A divorce decree is a court order, imposed by the courts, and is a legal record. What this means is that each of you were ORDERED by the court to perform certain things. You were each ORDERED by the court to hold one or the other HARMLESS for certain debts, and each of you were AWARDED certain things.
One got the car, one got the house, one got the boat, etc. The one who got the car could NOT demand payment on the car from the other, and so on.
For example, if your ex got the car in the divorce and there was still a lien on it in both your names, then if he didn't refi and get your name off, or was late on payments, messing up your credit or causing you "HARM" by collection of the debt, he could be held in comtempt of court.
A divorce decree is often termed "a hold harmless" as a result.
In reference to your question. If your husband has failed to pay court ordered alimony, you can file a petition with the court and if he can't prove he has paid he will be found in contempt of the divorce decree. At this point several things could happen including your question of a lien on his home.
In order to put a lien on a home you must first obtain a judgement and in the contempt order for failure to pay alimony, you can file a motion for a judgement for back alimony which can be used as proof to file a lien on his home.
The above is simplified. You can contact the court clerk tell them what you need to do about the alimony, and they will step you through the paperwork filing. Once you have seen the judge on that, then you would file the judgement and then the lein.
Some jurisdictions require an attorney, some don't but you had better be very good with the rules if you are going to do this yourself.

You can LEAN on his house all you want, it will not help. But if you want some cash then put a LEIN on his house. Attorney will do it, does not cost much.
