Specifically music downloading. I dont want to illegally download music, but I need a excuse to download free music.

Look at it this way.

Wilfull violation of copyright law -- in other words copying something you know is copyrighted to someone else -- can carry a penalty of $150,000 per instance (per download).

Is the risk really worth the few dollars to pay for the downloads?

There aren't too many and there shouldn't be. While a few artists and writers make a lot of money, most rely heavily on their royalties to make ends meet. They get paid a small royalty for every CD or book that sells. When you download music for "free" (in other words illegally) you are literally stealing money from their pockets. What's more when it comes to music you are stealing not only from the featured artist(s) (the singer, group or band) but from those who write the lyrics and music who almost always have little income.
