You got some bad advice from the others: the Stratosphere is not even downtown, a car is very useful, and the best things to do are probably on, not off the Strip, unless you want to waste a lot of time driving. But the comment about a convention being in town was good; since you're planning ahead you can make sure you've got your room reserved at a good price.
1.The temps are pretty comfortable. You'll just need a jacket when walking around outside at night.
2.I would say check the prices at the Four Queens, then compare to Fitzgerald's, the Plaza, and the Fremont. Those are the mid-level choices with decent prices. Get details at

3.I have visited without, and with, a car, and now I always take mine. It's easy to get around if you spend a little time studying a map and AVOID USING THE STRIP except during very early or late hours. The great thing is the valet parking at all hotel/casinos - just tip $2 on pickup. The trolley, bus, monorail, trams are very time-consuming and not all that helpful.
4. Sightsee at the themed hotels, see a show with tickets from ticket discounters (see below), see the free stuff (Mirage volcano, Treasure Island Sirens show, Bellagio musical fountains), see lounge performers for the price of a drink, ride the Star Trek Experience and Luxor attractions. And, of course, see the shows at Fremont Street Experience, a different one every hour at night, for free.

1. Day - HOT. Night - Can be hot or can be a little chilly if it's windy. But since you said New Years.. it will be cold.
2. I stayed at Amerisuites. It is near the Strip you would have to walk but it was very cheap compared to hotels on the strip. Staying on the Strip will cost you at LEAST $300 a night. More for summer, more on weekends, more for last minute bookings.. I booked Amerisuites the night before I went to Vegas - for a Fri and Sat night and it only cost $160 a night. The other hotels I looked at were charging FIVE HUNDRED a night.
3. Renting a car is useless. You can walk and get somewhere 4 times faster. They do have a bus to take also. Right after New Years it will be CROWDED it can take 2 hours to go one mile. Not kidding. Just walk! Pack some sneakers.
4. The rides at Circus Circus and at Stratosphere. The shows are all very good. You have to go to Las Vegas and see at least one show. You can see movies even at 1am in the moring. You can just walk around and see the fountains, the volcano, the famous hotels, etc. Amerisuites has a pool or get a hotel that has a pool and hot tub to chill in at night since you aren't going to clubs. Be sure to see the Ventian.. Be sure to check out the white tigers at MGM (or is it Mirage) and they have a secret garden with white tigers and dolphins and other exotic animals. Of course go to the buffets. Go to the top of the Eiffel Tower at Paris. Amazing view. Go shopping. Walk around all the hotels.
Even if you aren't 21 Las Vegas can still be fun. I went when I was 18.

I go to Vegas every few months - so, you really don't need a car - plus the traffic is terrible - best days of the week to visit & best deals are Sunday thru Thursdays - beginning on Friday thru Saturday, prices triple and taxis are hard to come by.
It would be fun for you to visit some of the big hotels - they are spectacular! I would for sure see Belligio, The Venetian, New York New York, Paris, etc. The other end of town has some big hotels but they are geared around children so I never go there.
Weather: it is the desert so it could be cool - but it's so much fun it wouldn't matter.
Hotel: there are so many hotels from the very expensive to the cheapest and from best to not so good - check out lasvegas.com and click on hotels. They do have great deals on packages such as hotel/air.
Good meals can be had for next to nothing - any hotel that you choose can help you with entertainment ideas, meal ideas and anything else you would like to know.
Good luch and have fun - remember - what happens is Vegas stays in Vegas!

You have been given some very good info...but I would strongly suggest you rent a car. If you are going to be in Vegas for that amount of time, you might want to get out of town for a bit. Red Rock Canyon, Mt. Charleston, Valley of Fire, Hoover Dam/Boulder City, Pahrump(winery). Going from Casino to Casino can get very tiresome after a few days, it's good to be able to get away for part of the day. The only place we have found traffic to be bad is on the strip and the Blue Diamond Highway. Otherwise, it's nothing more than your usual commute in "anywhere America".

Whatever you do, don't go between Jan. 6-10 because that is when CES (Consumer Electronics Show) is in town. That show brings in 150,000+ people. (Show dates are 1/7-1/10). Hotels are going to be very expensive. You may want to try the beginning of the week (Jan. 3-6)

4. there are so many things to do .........off las vegas blvd( the strip) so many hotels/casino to see, some have free or reasonably priced things to do as well. There's always shows Blue Man Group, O, Cirque du Soleli, etc..,,, have fun
