the first thing that you have to do is to hold his glance. then you bat your eyelashes and then look away. if he catches your eye and then look away quickly then he is not interested.

Smile and maintain eye contact. Look then look away. Keep doing that. If a guy is behind you, lift up your top a bit, to show him a little skin, especially if you have a tattoo and you think he's trying to look at it. Also flirt verbally.
