I used to have this happen to me a lot! If you catch a guy doing it just stop talking and when he looks up at you ask him if he's done looking!

What would you accomplish if you did 'grab his chin and jerk his face up'? If this is a guy that you are interested in, tell him that his attention to your chest is a bit excessive and that you are uncomfortable with it. If he respects you, he'll listen. If he doesn't listen, then maybe he's not worth talking to.
As far as free reign to grab and jerk, I don't think that women have any more right to that than men do. We all have free reign, however, to speak up or walk away. I did like Roz's answer.

No, violence is never the answer. But I've seen women do things to bring it home. Like
- You can walk up very close so that he can't look down easily....
- one woman I know, flipped up both middle fingers right in front of her chest
- My favorite is to simply say very loudly "Why are you staring at my ****?" (She says she uses **** so that it makes the comment more vulgar and make the guy more uncomfortable.)

first of all its not perverted to stare at a woman chest. something that is perverted is unnatural and believe me that is completely natural, and it is just impolite, or rude depending on how long you stare. Hell guys are just confused some girls want that attention others hate it you guys should wear signs around or some kind of Id. tags with this info on it.
