Friend told me he saw it once and it was detailed. was this a atmospheric phenomenon?

With a good telescope capable of tracking it across the sky you can see some detail. But you do need a telescope. The guy in the source has taken pictures of it as it flew over, and it was not even a computer controlled telescope; he tracked it by hand!

You need at least a pair of binoculars but to see any minute details you need a telescope capable of tracking it across the sky.

yes, you can see all the details of the space station by using telescope.
But you can see with your eyes aslo but no detail .
