In the 1960s and 70s during the women's rights movement- embracing pants instead of frilly dresses and skirts went hand ion hand, with counterculture and rejecting older styles of feminine beauty- think of all the other trends that went on- short hair, burning bras, not shaving legs, and yes- Coco Chanel's garcionierre or "little boy" look. Since then it has become mainstream.
Since then the emphasis in the fashion world, has been away from CURVES and volumptous women towards THIN, THIN, THIN as a consequence of the garcionierre. sad.

I think the tight disco jeans craze of the late 70s early 80s really cemented it. We were all intrigued when Brooke Shields said nothing came between her and her Calvins.
