An ultra formal event would be a little on the line, but that line is disappearing every year.
If you prefer pants over a skirt or dress, you can always ask the host/hostess how they feel about slacks instead of a dress. That way you know you aren't stepping on anyone's toes with your attire.
They make plenty of dressy and formal pants now that should be acceptable for most any event. You can even find dress slacks that are chiffon or some other light material that looks like a skirt.

SOME churchs and MAYBE some offices. Maybe some schools would want their teachers to only wear skirts or dresses. I can't really imagine someone not allowing pants.

some churches frown on pants, I grew up in the holiness religion and women never wore pants and they never cut their hair. I think church of god is about the same way.
