For work, most places require hose as part of their dress code for women. It gives them a more respectable look.
I always wear hose with any kind of business or formal attire. Besides giving a leaner smoother line, hose helps the clothing lay nicer over the body. It doesn't cling to curves and bumps as bad as when you go without.
If the woman isn't wearing high heeled sandals, but a closed toe pump, then I think that she is doing a fashion no-no going without hose. It's bad for the shoes, and contributes to blisters and callouses on her feet.

It is company policy for most places that require professional dress. I work for a company (luckily) that allows business casual which is thankfully a good thing since I live in the desert, but women are allowed to wear skirts and dresses without hosiery and they can wear sandals as long as they are not flip flops

Pants are more comfortable. Some companies require hosiery as part of the uniform. And most stewardess wear pants anymore. As for bare feet in high healed shoes,---just ignorance.

for the flight attendents it is probably company policy to wear panty hose. I personally wear both pant suits and skirts. both are comfortable. I find skirts are more freeing but you have to watch how you sit or bend in them. while pants are a lil more confining but you don't have to worry about people seeing something they shouldn't.

As for bareskinned, it is probably company policy. I know my company requires hosiery. Now, as for pantsuits, that is more comfortable then skirts and dresses and the hose and stockings: company policy. As for other ladies.. probably just unprofessional or they are just casual

It's often company policy- I have worked in hospitals and it is standard that bare legs and open toed shoes are not allowed - usually sleeveless shirts are not either.
For outside of work - stockings are considered formal vs. informal bare legs. Plus it's about what the woman is more comfortable in. We already torture ourselves too much in the name of being attractive.

I guess it would be a question of comfort for the individual. I never wear skirts or dresses but I have no problem with shorts.

I wear skirts & dresses only rarely & when I do I always wear shorts underneath for modesty.
