D.O.A. means "Dead on Arrival" (dead on arrival or DOA is a notation that a patient was brought to a hospital and immediately pronounced dead by a physician). The song just meant to imply that although you didn't have a lovelife, your job sucks...as so on and so forth, you still had friends to count on (according to the song, of course).
